Well, I think folks are quick to send out an ITS, but I know of very few here who have actually resorted to filing a Complaint. That said, there is an abundance of ITS's - my concerns is that folks don't follow through with them, and universally, the ITS effect is lessened amongst the CA's, and legitimate or good-intentioned folks are being ignored, thus resulting in an actual filing, which is a total PITA.
